I live in North Carolina and have a state health plan with BCBS through my employer. On HealthCare.gov it says:

"If your doctor determines that the preventive service is medically appropriate for you and you meet the criteria for this recommendation and coverage requirements, your plan must cover the service without charging you a copayment or coinsurance, even if you haven’t met your yearly deductible".

I need help on how to get my insurance to cover my lower surgery at no cost to me. I'm wondering if there's anyone that would know about how to navigate that here? Insurance has always been confusing to me.

Navigating insurance in the US can get complex, and unfortunately, I'm not aware of any service that helps individuals understand their coverage and get surgeries covered. It's a business just waiting to happen... In the meantime, your best bet is to read the fine print of your policy, and ask a lot of questions online. Once you've narrowed down a surgeon you'd like to work with, their office staff member process insurance claims could also provide some guidance.
