I'm not exactly sure how this all works... I'm looking to find a doctor who doesn't charge a crazy amount to do top surgery.

There are a lot of factors to consider when choosing a surgeon and cost is certainly one of them.
Whereabouts do you live?
Do you have insurance, medicaid or medicare coverage? Or will you be paying out of pocket?
