I am a pre-op transman. I don't take hormones yet. I was wondering if surgeons would still carry out the top surgery procedure if you're not on hormones or have no intention on taking them in the near future? (I might eventually)

Yes! You can certainly get Top Surgery without being on hormones. The WPATH standards of care do not require hormones for Top Surgery. However, it can be more difficult if you are using insurance to pay for surgery.
